More broadly, Mozambique needs to improve provision of public goods to facilitate inclusive growth (e.g., infrastructure, education, health); set up well-targeted safety nets for the most vulnerable; promote greater voice and citizen participation while building transparent and accountable systems, and, lastly but not least accelerate investment climate reforms.
